§ 14-23. Assignment of emergency functions.

  • (a)

    The county emergency management office shall be established around city and county departments and agencies and the emergency functions listed in this section, which are assigned as follows:

    Department Emergency Functions
    Executive Direction and control
    (County & city elected officials) Public information supply-finance
    Police Security movement search communications warning
    Fire control Fire control rescue* damage assessment
    Public works and engineering Utilities and public service restoration hazards analysis
    Human resources Human needs, including welfare
    Department of family and children services
    Division of physical health Health center
    Hospital services Medical & mortuary services
    Ambulance services Casualty transportation
    Emergency management Shelter radiological defense rescue* assistance in industrial and institutional emergency planning evacuation planning emergency transportation

     

    *As appropriate to local organizations; function can be assigned to an existing department or may be separate.

    (b)

    Heads of departments listed in subsection (a) of this section are responsible for developing the plan for their assigned emergency function. Such plans will be submitted through the emergency management director and coordinator to the board of commissioners and the governing officials of cities and towns within the county for approval.
